Repair fujitsu split sytsem works but on defrost mode instead of heating

I have a fujitsu general as-18nrtlf (5.1kw)
it sort of works but on heating it keeps on going to defrost mode when it is clearly unnecessary. filters / elements are clean etc. if i disconnect the element sensor on the internal unit and run at the lowest temperature and fan speed setting i can stop it going to defrost mode but this isn't right!
also have larger ducted air split system (3 phase supply) national cu-4chv11 which seems to be starting to exhibit similar tendencies but not so bad.
need someone who can identify the faults and fix them at a sensible cost.
