Repair Air conditioning split system unit fan not working

I have a split system air conditioner (can't remember brand or model off the top of my head).
the fan is working, the louvres work but it just blows air and will not heat. i have not tested it for cooling (as it is winter) but even after running it for an hour, there was no temperature difference.
i have recently bought the house so i don't know how long it's been since a service / installation or re-gas.
