Lennox e series roof d/heater unit, no air flow upstairs but ok d/stairs

I have a lennox e series in roof ducted heater
the unit functioning fine however there is no flow through the vents upstairs and excellent flow through the vents downstairs. there is an on off switch for upstairs / downstairs vents and i suspect this may be the problem?
