Inspection and advice regarding maintenance of electrical under-carpet heating system

As a member of the property committee for the Wanda Street Uniting Church in Mulgrave, I am seeking some advice on maintenance of an under-carpet heating system in our church building.
The church building includes a chapel which is about 8m x 8m in area and has a concrete slab floor on which there is an electric heating system under carpet tiles.
The heating system has a layer of 12mm thickness particle board fixed to the concrete slab and a series of grooves have been cut in the particle board. The grooves house an insulated wire heating element and the whole area of the floor is covered with a layer of metal foil fixed to the particle board. Carpet tiles with a fairly stiff backing have been laid over the whole area but are not stuck down to the metal foil.
The heating system and carpet tiles have been in place for 25 years. We are planning to replace the carpet tiles soon and, whilst the heating system still operates satisfactorily, we would like to have it inspected and to do any necessary maintenance work before the new carpet tiles are laid.
We would therefore like to hear from a suitably qualified and experienced person who could inspect the heating system and advise us on any necessary maintenance.
