Gas ducted heater fan won't turn off

We have a vulcan c-x gas furnace model 902 and the fan will not turn off when we switch the honeywell controller to off. we have tried replacing the batteries in the controller but that doesn't help. the problem seems to be a switch on the furnace for the fan.
