Airflow in ceiling ducted heating checked 2nd story

I have ducted heating in 2nd floor ceiling only fitted to heat three rooms. the hot air only comes out of one duct, but not the other two, even when the 'vent' is closed in that room. the duct 'vents' are open in the two rooms that get no heat. the air flow is quite strong in the room where it does come out. i need to know why, and what can be done.
