Softscaping 10m long flower bed, resoil, maintenance of front yard

There is a flower bed in my backyard 10m x 0.5m that needs re-soiling. (complete old soil removal, resoil and new plants planted).
There is some softscaping required in the front yard (part 2 of job) - some new grass, some cleanup and some new plants.
Any advise on alternates appreciated.
