Repair skirting boards (water damage)

I have a bit of warping and peeling paint to skirting boards caused by a recent flood. I would appreciate if you could provide quotes / answers to the following questions:
1. Given that the damage is reasonably minor, is it possible to repair it by polishing off the buckled parts (to make the boards smooth and flat again) and painting the damaged parts? Please provide a quote.
2. If #1 is impossible, please suggest a method of fixing the damage and its cost.
