Broken baluster - gardening

The end baluster on our internal staircase is broken. For some reason people ignore the post next to it and swing their weight on the baluster.I need someone to to replace it and stain to match the teak finish of the balustrade. I also need weeds along the side of the house removed , cobblestone paths sprayed to kill grass growing through them and a bougainvilia cut back.There is also a gap under a fence that needs to be blocked to stop next doors cats getting in.
