Advice on water sitting in low point of garden

There is a low point of the garden next to my carport but there is no guttering on the carport and water seems to be sitting in that part of the yard. I am not sure if there is a problem with plumbing or if some guttering and a drain need to be put in. I need help to stop the water pooling and to allow my grass to grow.
