Prepare my Garden Beds for Planting

I had some paving done recently. I need the garden beds along side this paving to be rotary hoed, cleaned up, and backfilled with fresh soil in preparation for planting.
There is a requirement for maybe some timber retaining walls, as the drop of the land is causing the paving to shift a bit.
There is about 70 square metres of paving, or about 40 lineal metres, and each bed is approximately 1-3 metres in size, with some having approximately 200mm drop on them.
