80m2 flooring to be screeded/levelled for tiling

Have pulled up tiles and carpet in preparation to lay tiles. The floor is not level had has a number of high/low points, tiler says not level enough to lay cement sheeting as variation too much. Tiler suggests having floor screeded first prior to laying of tiles, looking for someone to screed/level floors, and depending maybe lay the tiles as well if you lay tiles straight onto the fresh screed. The tiler we have/had lined up said he does not screed. Floor is floor particle boards.
