Filling inground pool with concrete

We're looking to buy a house with a pool At this stage I don't know exactly the size of the pool - assume 8m x 4m x 2m. If we buy that place, I will remove the pool. The pool is slightly raised from the ground (probably about 0.5m) and fenced. Which would be cheaper:
1. Pool removal by excavation and backfilling and levelling to ground - I don't mind not having soil there, just concrete surface.
2. Just filling the pool with concrete. Is this allowed?
