Digging underneath concrete stairs with auger, to thenrelay irrigation pipe

I have an irrigation pipe (1.7m) running across the top of my stair case. These stairs are 1.7m in width. Please see attached photo.
I need someone to dig underneath the concrete stairs with an auger (or other tool), to then relay the irrigation pipe underneath the stairs. The soil underneath the staircase is clay soil.
Access is very easy from both sides.
This job is in Williams Landing (new estate).
