Replace down lights with low power fluro lights

I have 9 spot/down lights which use transformers.
I would like to replace them so the existing holes are covered up with some neat cover and would like to then install the new style - fluro low power light fittings. I would like to cover existing holes because I don't want any dust to come through the small gaps. There may also be a nother small job to add a switch to one of the existing down lights over a kitchen sink. I will need some advice before proceeding to make sure I have the best solution for my problem.
