Repair Laundry light, replace bulbs in high stairwell

The light fitting in the laundry ceiling is faulty. It needs replacing. We need two recessed downlights in the kitchen. We already have 4 however there is insufficient light and two more would be beneficial. As well, we have 2 light bulbs that have blown in our stairwell and we don't have an extension ladder to do this ourselves. Approx 18ft high
