Electrician to lay an RJ45 cable between two rooms, via OUTSIDE of house

Hi,
my parents need an RJ45 cable to connect their internet devices between two rooms
a) Study (where the modem/router is)
b) TV Room
Currently, the house has WiFi all the way through it with 3 WiFi boxes. There's too much interference (and it's not as fast as a gigabit connection) so we need to connect the two rooms via a single RJ45 cable.
The catch is this -> the cable needs to connect the two rooms VIA the outside of the house. There's no way we can get roof access, etc. etc. etc.
This means there will most likely need to be a tiny hole drilled in to the exit (study) wall and the enterence (tv) wall. Plus the cable will need to be covered/hidden, outside.
The distance between the two rooms if walking the route, outside .. is around 40-60 meters.
Next problem(s).
1) An onsite quote is required. This can be any day from Sept 9th onwards.
2) The actual installation needs to be down when I'm there - which will be on Tues 27th September.
The property already has internet, so we can test the installation.
We don't want to use WiFi or Ether Over Power, etc.
