New ducted vacuum system no suction

I have purchased a house which is new and the ducted vacuum has not been used. Today I attempted to use it and it switches on okay but has no suction. I have checked that it is correctly switched in the garage. My existing system has a rubber ring in the join between the two halves of the canister and I noted that this did not. It is a Hills unit.
