Georgia requested 3 quotes from Draftsmen in Northcote

  Hello,
I am enquiring about my property that was affected by fire late last year. The home has insurance, hence I claimed the damages with my insurance company. The insurance appointed their own builders, and builders applied for the building permit, which the allowed for works to commence. However, it was brought to my attention, that these builders forged my signature in order to appoint a building surveyor of their choosing. When I brought this to the attention of the insurance company, they were removed from the project and I terminated the appointed of the Building Surveyor through the VBA.
I have since enlisted an Municpal Building Surveyor for these works. However, this time around I have been informed that a Planning Permit is also required, as the site is within a Heritage Overlay. I went back to the previous Building Surveyor, and enquired how he managed to bypass the need for this and his response was the following:
Town Planning Department at Darebin City Council advised is 21/02/2018 that a planning permit was not required under the planning act section 62.02-2 for repairs.
I have been going back and forth with the council Town Planning Department who requested that if I provide a letter from the builder indicating that "like for like" replacement will ensue then we can bypass the need for this. This was after I brought it to their attention that a Planning Clause exists you are exempt from this if it is only for repairs:

Clause 62 USES, BUILDINGS, WORKS, SUBDIVISIONS AND DEMOLITION NOT REQUIRING A PERMIT of the Planning Scheme:

“62.02-2 Buildings and works not requiring a permit unless specifically required by the planning scheme:
§ Any requirement in this scheme relating to the construction of a building or the construction or carrying out of works does not apply to:
§ Repairs and routine maintenance to an existing building or works.
§ The internal rearrangement of a building or works provided the gross floor area of the building, or the size of the works, is not increased and the number of dwellings is not increased.”
I have provided the letter from the builder, however now the Planner also has asked for:
Please detail the current building in terms of external materials including windows and roof tiles. You’ll need to be very specific.
As the home remains in this state for 13 months now, with a tarp "attempting" to make the home water-tight. I am trying to find the easiest way to expedite this process and would appreciate any assistance you can offer.
