I have 2 cafe blinds pvc that i would like to be repaired.

one blind is intact and needs putting back up, and the other has the fabric torn on one side so won't slide in the runner,can it be re welded and fixed. the pvc is still good. the are the type of blind that slide up and down in the runners, and clip at bottom so they don't flap around.
