Timber deck foundation design

Need a structural engineer or similar to design the foundation of a timber deck I'm building at home. The ground is quite soft and one of the stumps I set in concrete at the edge of the easement approx 3 months ago has sunk nearly 15mm. I intend to build the sub floor with 90x90 KDHW bearers, 90x45 KDHW joists and 90x19 decking. I've attached photos of two stump holes I've dug which have since filled with water that's seeped in from the surrounding earth.
