Slate removed and retiled around edge of Pool

We have a swimming pool that has slate tiles around the very top and they have deteriorated beyond repair. We would like to find out what we can do with them, whether they need to be removed and new tiles put around the edge or if it is possible to just tile over the top of them? It is not really clear cut to us and we need some professional advice.
