Telephone issue with VOIP phone

ADSL2 phone line connected and 2 filters have been tested. When phone is connected, can make calls however when phone is called, phone auto picks up and can only hear static.
Need to remove filter / ADSL and hang up repeatedly until phone dial tone is back.
Need ADSL2 working and phone line capable of receiving / making calls.
