Repair floating timber floor, un even/unsafe currently

Previous owner builder had not installed floating floor properly. at the point where it adjoins the stair case has been very badly finished. it is not level with the top step and in turn is a possible trip hazard. not an easy job as part of the flooring it above the level of the top step by about a 10-15mm and part is below the level of the top step. i was hoping that a professional might be able to shed some light on the problem.
