Need balustrades of verandah/deck repaired/replaced

Current metal balustrades are unsafe and parts of it are broken. We have stainless steel horizontal rails, some of which are falling off. Ideally we would like to keep the current rails and make them child proof so they cannot be climbed, however we are open to suggestions if they need to be replaced.
