Folding door requires fixing / replacing

This door was installed 3 years ago and has never worked correctly. It falls off and / or scratches the timber floor underneath. One side is currently stuck on the floor It has been 'fixed' on a number of occasions by the builders that installed it. Any ideas or suggestions are invited.
Not sure if the problem is with the overhead rail (also installed by the builders) or the connections or the door.
Impossible to select budget when unsure what's causing the problem.
