Want to ad a second level to my 2/broom flat - extending up

I have a 2/broom unit. doesn't look like I'd have problems extending up. Want 2 bedrooms and bathroom/toilet upstairs. Knock down a wall downstairs to extend the living area + balcony upstairs. Want someone to come and look at the site, then I'll get plans drawn up and go from there.
The only thing that may be complicated is heavy machinery access to the unit, just the way they've been structured.
