Structural assessment of a flat roof top

dear sir,
do you do any structural engineer assessment of house?
we live in the new estate in craigieburn in a house that is 5 years old.
it was a display home before. we moved in for the last 3 years but we
have een having water leaking from the flat roof top.
with heavy rain, the water cannot off fast enough down one drain pipe
and flooded the roof.. with water leaking through he ceiling.
there may be some structural design probblem of those flat roof top...
do you do assessment of such problem? if you do, we like to have your
opinion.
