Quote and install a balcony/patio cover for a 2 storey duplex

I am the landlord for a 2 storey duplex. The house has a street facing, exposed balcony of around 3m x 1.5m in size attached to a rooms. In big down pour water builds up in the balcony and ingress into the bedroom.
I would like a quote and install of a balcony/patio cover, ideally with polycarbonate roofing material (so sun light is not blocked). The balcony is street facing so advice around council approval requirement should be considered.
Looking to spend <$800, if price and quality is right i'm ready to go!
