Noise insulation - install false ceiling with acoustic materials

I need to affix batts, resilient mounts and furring channels + plaster boards to my ceiling to insulate from noise coming from upstairs apartment with floorboards. There is a cement sheet which i would like to remove before affixing materials. I know the product that i would like to use. I need a plasterer / builder who not only would be able to install this for me but will also be able to provide advice on which products to use for maximum insulation and in the most cost effective way.
