Extend Exsisting Elevated Balcony in Watsonia North - Footings/Framing Only

We have final plans and require a Builder or Qualified Carpenter to assist us in extending our existing elevated balcony in Watsonia North.
I have received quotes already but the prices vary significantly, so I would like a few more to compare.
We have a strict budget and I am handy on the tools, so would like quotes for footings and all frame work only. I am able to do items such as: lay decking, install balustrades, staircase, roof sheeting and plumbing.
We are still deciding to either engage a Builder or to complete this project as Owner Builder. It would be ideal if you are familiar with Banyule Council, but not essential.
The materials will be Steel posts and Timber framing.
Existing balcony is 10.05m L x 1.6m W
Proposed works is 10.05m L x 4.71m W
Deck is elevated approximately 3 - 3.5 metres as we are on a sloping block.
