Convert exisiting carport to garage

We have a double carport under the existing house roof line which we would like coverted to a lockable garage. We would need an automatic garage door fitted and probably another fully opening door on the other side to move cars and trailers in and out of the backyard. We will need a single door access to the side which would open onto our front door area. We would also like to create shelving space on one side. The carport has been built almost to the neigbouring property line so there is limited space between it and the fence with a small (approx 700mm garden bed). There is an existing concrete floor but as we want to eliminate the garden bed, some concreting will be required to cover that area. We have original house plans but don't have a permit for this conversion as yet.
