Brick in recessed corner of 2 storey house

The house is double brick on the ground floor and brick veneer on the top floor, on one corner there is a recess in the brickwork which makes (made) a small ground floor garden and a small upper floor balcony. It is approximately 2mt x 1mt.
We want it bricked in to make the space usable as inside space as an upper floor pantry and lower floor not sure yet. The roof above was recently replaced so no work required there. We don't have any council approvals or the like yet.
