The following is a Scope of Work to inform for the purpose of providing a fee proposal for removal of asbestos-containing materials located at a residential premises in Preston, Victoria.
Premises: The Premises is a 600m² block, improved with a 2 storey residential dwelling consisting of a brick veneer first storey and asbestos cladding on the second storey.
The asbestos-containing material that is to be fully removed is externally located and includes (ACM Items):
1. All external Wall Cladding on the second storey of the dwelling;
2. External cupboard lining;
3. External flue;
4. All first and second storey eaves; and
5. Damaged eaves sheeting in and on ground (small area).

Work Requirements:
All work shall be performed by an A-Class Licenced Asbestos Removal Contractor and all ACM Items shall be removed and disposed of in accordance with relevant legislation and regulations pertaining to asbestos abatement.
The Asbestos Abatement Contractor must provide a detailed, written asbestos removal control plan (ARCP) to the property owner prior to undertaking any works. The ARCP must include:
1. how the asbestos removal will be carried out, including the method, tools, equipment and PPE to be used; and
2. the asbestos to be removed, including the location, type and condition of the asbestos.
The Asbestos Abatement Contractor shall be responsible for providing all labour, materials, and equipment necessary for performance of the work. In addition, the Asbestos Abatement Contractor shall be responsible for retaining all permits and/or notifications required for performance of the work. The submitted fee proposal must include all fees associated with such permits and notifications.
The Asbestos Abatement Contractor is responsible for ensuring all Workplace Health and Safety Regulations and Insurances are implemented and maintained during the works.
The Asbestos Abatement Contractor shall remove and dispose of all asbestos-containing materials in accordance with Government regulations.
The Asbestos Abatement Contractor shall be responsible for verifying all quantity estimates in preparation of their bid price.
The Scope of Work includes the following:
1. Remove all ACM Items listed at the Premises, including any other building materials or items that were removed to access the ACM Items.
2. The Asbestos Abatement Contractor shall coordinate with the property owner / building contractor as to the specific locations and timing of work and quantities of materials to be removed in order for new sheeting to be installed and repainting to be performed.
3. All removal shall take place from the exterior of each building in accordance with the following requirements:
• The Asbestos Abatement Contractor shall seal the interior portion of each window unit with polyethylene sheeting (2 layers) and duct tape.
• The Asbestos Abatement Contractor shall “regulate” the exterior portion of the building utilising caution tape and asbestos signs.
• A drop-cloth of polyethylene sheeting (or cloth tarp) shall be placed on the ground and secured properly to the foundation.
• All windows of the building where abatement work is taking place shall be closed. In addition, any windows within 25 feet of the active abatement shall be sealed with polyethylene sheeting at the exterior side.
• Upon completion of abatement, a Clearance Inspection must be performed by an authorised person to ensure that all ACM Items and loose materials have been removed from the listed areas and that the area, including soil in the surrounding area, is free of ACM contamination.
• Upon acceptance of the visual inspection, application of new sealants, surface preparation and repainting shall be performed by the owner / building contractor.
