Interior design on home extension,for 20sq m extention

We are doing an extension.
i need someone to put the overall interior design story together. color palettes / surfaces / skirting etc etc
it is a 20sqm extension comprising of kitchen family room bathrooms and bedroom.
at this stage soft furnishing design is not required as that will come later. if the same persn can do both thats great but soft desig is not required yet.
i have no idea of budget - i mean i am unsure how it is worked do i receive a fix quote ? or pay by the hour on time and materials ?
what do i end up with so the builder know exactly whay he must implement ?
but what i want to end up with is a specific interior spec that the builder will work to.
