  i'm planning to building new house on land in ballan, victoria and need documentation prepared suitable for submission to council.

for starters i'd like a quote for you to:
1. prepare plans and documentation as suitable to submit for council approval;
2. check the proposed design for compliance with regulations and confirm that it meets these. i understand that this may need a building surveyor to review the documents and an energy assessor to evaluate the design (if so can you include costing for these); and
3. provide an opinion of probable order of cost for construction of the house.

i would like the energy assessment to be done using modeling rather than as a dts assessment to ensure 6 star performance in the ballan climate and would like to evaluate the cost effectiveness of options for increased levels of insulation.

some general requirements and concepts i have in mind are:
• 6 star energy rating (or better if cost effective);
• 2400 height walls;
• waffle pod slab on ground (preferably low co2 concrete if not too expensive e.g. e-crete);
• light weight wall construction (probably weather board style cement sheet cladding or render over eps insulation board or blue board);
• corregated steel roof with say 300mm eaves all round;
• pergola to north side;
• tiles or polished concrete to the family, meals, kitchen and wet areas;
• carpet to other areas;
• 5000 l low profile water tank to house for garden watering only;
• solar homestic hot water using evaculated tube collectors;
• combined domestic hot water and hydronic heating using instant gas heater, copper tube panels (e.g. hydratherm system but with h2o trench convector to the meals area);
• kitchen and bathroom cupboards basic laminated or timber veneer;

my intention is to rent the house out for a few years then to move in and ultimately to retire.

my budget for the construction is around $200,000 or so at current prices (excluding land).

note that i will need all foreground intellectual property in the design and drawings to be assigned over to myself on payment for the work.
