Washing machine agitator not turning but motor is still running

Washing machine can still fill the tub with the selected level of water but when it tries to start the washing cycle, the agitator is not turning although the motor is still running. I also think that the fabric conditioner dispenser is dispensing the liquid on the first rinse not on the last rinse cycle.
