Refrigerator will not chill on maximum

The fridge is Sharp Frost free 2-door fridge. The upper section with will freeze, but the lower part is cold when set on maximum. The large black at the back of the fridge gets very hot and can not place hand on it. Have turned it off for four days over the very hot weather, and re-connected to the power, and the same thing happens. The fridge is a second one stored in the garage.
