Ducted gas heater needs repair

We have a vulcan gas ducted heater with error code 07. The comfort controller on the wall shows erratic temperature readouts for the room temp. An example is, turned on this morning and room temp was 16 then it jumped to 28 degrees then it went back to 16. The unit will then fail to kick back in on occasions. The unit is located in the roof but has no internal access. Access is through the tiles on the roof.
