Need a TV antenna repaired. We live in a 3 storey apartment (on 2nd floor)

We cannot view the ABC channels when the weather is bad (windy, rain). Other channels eg. Channel 10 and Channel 9 are a bit blurry. Also would like the TV properly tuned. There is no internal access to the roof of the building, only from the outside- a 3 storey ladder is needed and so far I can't find anyone who can do this.
