Zoning not working in ducted a/c (Actron)

I have an Actron Ducted A/C system. Zone 1 is downstairs and Zone 2 is upstairs in a townhouse. Zone 2 works fine, Zone 1 doesnt work with no air flow. I have had a look in the roof and it seems the motor works and I get cold air flowing through the roof when I select Zone 1 but nothing comes out downstairs. Maybe a bag/duct is loose I cant tell.
