TechniAir brand 2 head split system aircon - one head unit does not cool

Waterford Green estate in Maribyrnong. These airconditioners were fitted by the developers in 2001, across all 82 townhouses. They are cooling only units. Mine has not been used extensively.
Both head units startup ok, but one doesnt cool. The other head cools ok, but its performance is mediocre. I had a bloke look at it 12 months ago, and I understood from him that one of the two compressors in the outdoor unit may have failed, but I am not sure he checked other options such as control board failure.
Running both heads for testing, I noticed one coolant pipe was iceing up where it entered the outdoor unit, the other was at ambient temperature.
Fix is not urgent, but I would like to sort this out within the next month.
Split airconditioner (cooling only) with 2 heads.
