Someone to look at my Carrier ducted air conditioning system

The system does not seem to be cooling at all. The system has a Carrier heat pump outside which I believe may be nearly 20 years old. I noticed that there is a liquid stain on the concrete slab on which it sits - it appears to be oily. I do not have instructions on how to operate the internal controls. I would like someone to investigate and advise what action to take.
