Air conditioning service or replacement?

We have a Breezair Horizon evaporative air conditioner that was here when we moved in 2 years ago. It is currently not working.
The only way we have to control the unit is the remote control, which is working but not operating the unit. I am unsure whether the unit simply needs a service or whether a whole new unit is required.
I am happy to pay for an assessment to decide whether a service or new unit is required.
Please indicate when responding the cost of call out/assessment and indicate the cost of a basic service should this be the recommendation.

Now, less than 2 months later having the same issue with cooler that I originally asked to be fixed and can\'t get them to come back and assess/fix. Have called twice, each time they say they will come and don\'t show up. Very poor and unprofessional.
