Remove 15m willow tree from front yard on fence line - sloping block

We have a 15m willow tree that has been planted 0.5m from the side fence (not by us) and is overhanging our neighbours house. It is a healthy tree but it drops branches and we are concerned that it may damage our neighbours house should it drop a large branch.
