Blocked pipe, toilet cistern running, new bath and basin spouts fitted

An outside pipe that a down pipe feeds into seems to be blocked.
The toilet cistern at times will not stop running unless the button is pressed a couple of times.
I have new bath and basin fittings but was not able to fit the spout to the bath as there is too much thread on the pipe coming out of the wall and I cant get the old basin spout off.
Really not sure how much it was going to cost so just put the first amount...

We are a strata lot of single level Villas. Require the services of a plumber to unblock stormwater drains in the complex and some individual lots due to cocus palm tree roots entering the drainage system. We are currently looking for quotes from numerous companies.
Trees have now been removed and we are looking to employ the services of a plumbing company asap.

Single storey house downpipe connection to street blocked - roots?

Down pipe from house gutter back flows at the point of entry into the ground, flooding the courtyard. The underground connecting pipe to the street appears to be blocked. It goes through a garden with trees. Depending on cost, a tank could also be installed in this area.
Additional job: My toilet also makes a loud noise in the pipes when it is flushed. Half flush no longer works. Repair or replace.
