Door to laundry recess is jammed. Mechanism needs replacement

The turning mechanism won't turn and the mechanism appears jammed on the inside (the door is not lockable).
I have taken the handle off and attempted to turn the mechanism with a screw driver to no avail. The plastic recess which houses the turning bolt also appears to be wearing out.
The hinges to the door are on the outside, so it may be possible to take the door off the hinges.

Fixing a lock - very small work

One of the door locks is not fitted tight. I could still lock it, but need to get it tight. Its a very small work and i couldn't spend more than 20 $. But if the work is hard or requires more than 15 minutes, i will spend more. Have a look and say.
