Hydronic heater - Check up & replacement of valve

Hydronic heater requires check up. The heater is still leaking heat even when the knob on the right valve is turned off. There is no knob on the left valve. The apartment complex has turned off the central hydronic heating system and I have til the 28th of feb to fix it. Hopefully this can be done this weekend. Many thanks.

Have calculated all window sizes and size of the 2 skylights. Also have calculated addition to house (for additional requirements).
Downstairs 168.05 square metres. Upstairs 54.56 sq. Metres. Addition downstairs (potentially) 32 sq. Metres.
Gas connected to house.
Easy access for boiler unit outside.
Willing to buy all items before installation and to do job in stages - all pipework to be done immediately.
Need advice on what to buy. Thinking tubular is best (but more expensive).
Can connect upstairs radiators later to pipework that is put into place.
