Review vulcan instant hot water service, temp value restricting water temp

Have recently moved into a new apartment which has a new hot water system installed. Builder says installed as per requirements and that hot water not hot enough due to tempering value and required to have to 50 degreees. This may be the case, but hot water takes too long to heat in shower (wasting water) and when it does heat it is not hot enough (and concerned about what it will be like in winter). Would like second opinion and removal of tempering value if not suitable for older style building and plumbing setup.
