Survey of land to determine levels and minimum habitable floor levels

We are currently looking to build under our house. While the house is legal house to build under, it is next to a tidal creek. The floodwise report puts the level of the land at varying heights but requires a minimum habitable floor level of 3m. I want to confirm the current land level and the height of the house to determine if and by how much I would need to raise the exsisting structure and if this would mean going over an 8.5m structure height.
